John has more than 20 years of experiences in Information Security, Risk and Project Management. He is the Managing Director of a Cyber Threat Intelligence sharing centre supporting public and private sector organizations operating critical assets. The centre facilitates sharing of cyber physical threat information relating to the sectors of the organizations.

He was the past Regional CIO of a MNC covering the Asia Pacific and Middle East region. He was leading the IT team for the business areas and managing Global Services with responsibility for Information Security, Infrastructure and Communication. He led a global transformation project covering the country organizations in the Region. It leverages technology to standardize the operations using global templates.

He was on the GRC (Governance, Risk and Compliance) committee for another organization. His other role in that organization was overseeing a security incident response centre. In the GRC role he aligned the ISO 27001 and IEC 62443 standards for the organization providing the mappings and the reference to the internal information security policies.

He had volunteered for SPMI for the years 2014 to 2016 and in 2020/2021. In 2013 he was the Vice Chair of the Constitution Revision Committee. He was the past president of ISACA Singapore chapter. During his tenure, the Chapter was recognized in the May Day awards for their contribution to the industry in Information Security, Risk and Governance. He is a certified APMG trainer for certain Information Security certifications.

I will continue building on the past success of the Singapore Chapter. As with Corporate Boards, stakeholder requirements are of importance to ensure its sustainability. I will align the objectives of the Chapter with its stakeholders (chapter members, PMI APAC and PMI Global). Working with these groups of stakeholders to improve the members services and Board Governance. The two are related as the ability to provide good and efficient member services can only happen when the internal house is in order.

As Vice President this term overseeing the Outreach, Membership, Data Privacy, Comms and Marketing portfolios, I have oversight of these Portfolios. I have also provided feedback to the Constitution revision that is being performed currently. I will work together with all the Portfolio Directors to improve the services of the portfolios.

As part of Outreach, it is important to form partnerships with other entities and associations with the benefits of the Chapter in mind. I will sign MoUs and partner with other organizations to promote PMI Body of Knowledge as well as to learn from these organizations.

The Voice of the Members is important. The Membership Director this term has done an excellent job in organising the members’ meetings, mentorship program, etc. I plan to have more engagement with the members to gather feedback to tailor the services for the members.

Succession planning is key to the Chapter. I will build the volunteer pipeline and work with the Board to identify future leaders.

Frankie is a full time Director, Country head of Cyber & Technology Risk in one of largest global bank in Singapore. He also worked in Citibank & Microsoft before with several regional leadership roles. He is active in PMI Singapore chapter Executive Committee that currently he's Vice President (Ops & Governance) of chapter (2020-2021) to assist the chapter President to make sure the chapter is operating well & delivering the best values for the members. He has also been Secretary (2019-2020) and board member cum annual symposium (Mar 2019) chair (2018-2019) in the chapter. Prior to that, he’s active member / volunteer of chapter. He received Extra Mile award for the excellent voluntary contribution in the chapter before. Frankie has contributed and would like to continuously promote the PM network building, knowledge sharing and competitive advantage development for the chapter members.

Frankie is also a new technology innovation advocator & practitioner with patent filed at U.S.A patent office as the sole inventor when working in HP lab. The patent has also been cited by Intel in their separate patent. Frankie has the Master degree from NTU with book prize awarded and Bachelor degree from NUS with scholarship awarded. 1st promotion: Promote project management professional knowledge and best practice in the evolving industry in
Singapore. Frankie would like to be the catalyst of project management and evolving technology combination in the

As a natural organiser - attentive to detail and acutely aware of cause and effect - being the bridge between subject matter experts and business development or sales has been a constant throughout my career. Open and effective communication granted me access to influence C-suite decision makers and engage stakeholders throughout organisations. Breadth of international experience and exposure to multiple industries lets me empathise with different individuals and appreciate their viewpoints. People feel at ease working with me and entrust with sensitive activities.

After being re-elected with flying colours for the second 2020-21 term, I continued to successfully run communications & marketing, which is a two person job. I also took over the reins for Chapter’s 15th Symposium that everyone was anticipating and expecting to earn PDUs from. People know me for turning challenges into opportunities and converting this mega-event to a virtual experience was the most thrilling accomplishment of my 2020. I am pleased we received very positive feedback even though such setup was a first for the Chapter. This also won us the “Fearless Outcomes” Award in our PMI Region. What is more, my main goal was preserving socially responsible notification and focus on the big picture to avoid random messaging. I hope you welcomed the change. Lastly, I led the introduction of e-voting so all of our Members can finally have an equal say in matters that are relevant.

Thank you for the opportunity to apply for re-election. I gladly commit much of my time to this Chapter. As Communications & Marketing Director, I was fortunate to be involved in every portfolio for the past two years. I’m genuinely ready to build on the effort from previous terms and I have plenty to give to our community if elected Vice President. Contribution will revolve around the following:

  • Evolve best practices, especially in communication, outreach and events.
  • Facilitate events management - I enjoy supporting people organise and have been doing this in various countries I lived in. I find regular meeting opportunities enable networking and creating a feeling of community and belonging. Members want to keep learning, so we connected online. Produced over 30 virtual events for Members, including webinars, Symposium.
  • Maintain structured omni-channel presence. As sole lead on comms, drove engagement with our originally fledgeling LinkedIn page to 5100+ followers, actively reached out to connect PMs with our networking profile to boost your network and search quality. Many are looking for employment and this is one way of supporting. Our LinkedIn group is growing, created smaller targeted groups for customised conversations. Instagram, Facebook, Twitter & Google are up to speed. Looking forward to exploring further development.
  • I guarantee maintaining a socially responsible notification strategy and keeping Members informed in a coordinated, planned manner, which requires forethought and effort.

Contribution of SPMI:
He served two consecutive terms as a Committee Member for SPMI between 2013 and 2015. I am currently the Asia Pacific Change Management lead for MSD International, a global leading pharmaceutical, supporting the company’s IT transformation priorities. In my last 20 years with MSD, my role has ranged from being the regional Account Manager for corporate applications, to being the regional change lead for a major enterprise ERP deployment, and my last role was being the Asia Pacific IT portfolio and PMO lead. Additionally, I lead the global PM Community of Practice, which focuses on the growth and engagement of project managers. This is a testament of her passion for Project Management.
With my extensive global and regional experience, I am passionate on advocating for diversity and inclusion, corporate social responsibility and cultural intelligence. If elected as Asst Treasurer, I will support the Treasurer in managing the financials of SPMI and work closely with the Executive Committee members to safeguard the finances. Activities include providing financial oversight, financial planning and budgeting, financial reporting, and record keeping.

The competencies I have which would contribute to this role are I am trustworthy, impartial, very methodical and I have an eye for detail. I had managed IT Finance teams before and thus, I am fully aware of financial compliance, responsibilities and ethics.

How do I get the time??? Both my children are in University and they are independent needing less of my attention; we have a wonderful bonding and support each other. Used to travel regularly for work. Since pandemic, made a huge leap and learnt to maneuver all engagements into virtual collaboration via video conferencing, conference calls. For the next 1-year new norm would be virtual events. Have full confidence to organize and deliver events virtually as well in person if the universe permits.

I have a reasonable work life balance and always wanted to contribute for PMI. All VRMS opportunities were challenging with time zone, so had to let go many of them. Opportunity to contribute for Singapore PMI board would fulfil my long-time dream. I have been volunteering with PMI Singapore Chapter since 2019 without being on the Executive Committee. My first role was with the social media director to assist in Chapter communications.  I want to continue this contribution by coming up with innovative ways to reach members.  We have also started to connect with other APAC executive committees to increase cross-advertising of regional events. As a member of the PMI Singapore Chapter board, I want to expand this communication with a consistent call schedule. I already cleaned up non-existent roles and developed a template that makes it easy to collect all necessary data required to create new openings in the system. I also send applicant profiles to the appropriate stakeholders to select volunteers.

There are many Chapter Members who would like to volunteer, but there is simply not enough availability. As a member of the Chapter ExCo, I would like to co-operate with all portfolio leaders to encourage them to create volunteering opportunities to help bridge the gap. I would also like to revive the “Bring Your Idea To Life” project. Also, I will educate Chapter Members on how to use VRMS if they need help with it.

I will contribute to Governance and Policy development. Thus far, I have been part of the volunteer work group identifying gaps in our chapter constitution. The project is taking a long time and I believe it is because the focus of the group is almost entirely on the technical deliverable (writing a draft document). Not enough time has been spent on communication and change management. Provided I could have a formal role on the ExCo, and gain document version control, I could assist to address governance and policy issues, and bring the constitutional updates to a close. In short, I propose that you place me in the role of (1) finishing of the technical phase and (2) proceed into the change management phase, ending with (3) acceptance from PMI and ROS. I will help the ExCo to ensure the chapter and/or bylaws are upheld and enforced.

In my profile, you can see that I have experience with developing roles & responsibilities, with local regulations, and policy development experience. Plus, of course, conflict resolution skills, the necessary excellent writing skills, facilitation and stakeholder management skills, etc. I make good friends with people, make effective decisions, and know how to execute and bring a project to a close.

Since you elected me in May 2019 as Internal Auditor, I have been the Chapter Members’ conscience and accomplished the following:

• Raise awareness of the 3-lines of defence

In April 2020, you voted for me as Executive Committee member and I revitalized the role of Governance and Policy through the following:

If I will have the opportunity to serve as Executive Committee Member for Governance and Policy for 2021-2022, I plan to achieve the following goals:

1. To continue with the review, amendment and ratification process of the “PMI Singapore Chapter Constitution and Bylaws” as measured by:

• A data-driven members’ opinion on the proposed amendments. This means conducting an information awareness session that will facilitate the members’ comprehension of the rationale of proposed changes with due regard to majority’s intellectual and emotional preference.

• Projectized approach linked to Legislative Process. This means the project stages (i.e. initiation, planning, execution, monitoring and closing) will be embedded in the legislative process to ensure objectivity in the opinion poll, referendum, ratification, and adoption.

2. To conduct a “Quality Assurance Check.” It is critical to administer the risk control assessment to determine our Chapter’s compliance level with applicable Singapore governmental laws, regulations and adherence to PMI Global Guidelines and how we benchmark ourselves vs. best-in-class practices.

3. To lead the periodic “Disclosure” to members, being the supreme authority. Disclosure should encapsulate the Chapter’s operational activities, leadership performance, achievements, breaches and lessons learned.

4. To host the “Members’ Pulse Check” via townhall or focus group discussion. The outcome must be used as metrics and Chapter maturity indicators in order to maintain transparency.

5. To increase “Engagement through Volunteerism” by discovering the needs and aspirations of members who could be in the pipeline of Chapter leaders

Having an MBA (Nanyang fellows) from NTU (Singapore) in 2006, Post Graduate in Business Management from XLRI, Jamshedpur (India), International Advanced Management Program from MIT, Boston (USA) and Engineering degree from NIT (Surat), I have 26 years’ of experience across geography – 12 Years in Singapore / 11 years in India / 2 years in Nordics (Europe) / 1 year in South Korea - in various roles ranging from Operations Management and Project Management.
