Panneer has spent the last 10 years at SGX as project and programme manager before moving to his current position as Head of Programme Management at SGX responsible for all strategic projects delivery. Panneer ensures alignment of SGX’s project capital expenditure to corporate KPIs. He manages the demand process to finalise the selection of projects to meet SGX’s business objectives. He oversees a team of change leaders comprising programme and project managers, business analysts and testors.
Prior to SGX, Panneer served as Head of eGovernment, responsible for digitalising public services. He also led the establishment of SingPass as a single sign-on to access all public services.

Start-ups seek to disrupt markets and eat the lunch of incumbents. In the financial sector, fintech is threatening market structures. Financial organisations need to respond and embrace new technologies to remain viable. In this context, the project manager has a key role to play in bringing together business users and new technologies to deliver new capabilities. The project manager becomes an agent of change, leading from the front. In 2016, SGX launched Titan-OTC as a single portal for registration of all OTC trades across asset classes in equities, futures and commodities. This platform aggregated 5 disparate systems and APIs used previously. The platform embraced new digital technologies which allowed SGX to better meet customer needs and create more liquidity around the platform. The journey undertaken by SGX’s Titan OTC is relevant to financial institutions, as they face the onslaught of technologies, such as blockchain and distributed ledger which have the potential to reshape current markets.
