Case Study: TM-CLKL – Northern Connection Subsea Tunnel Section Project

The Tuen Mun - Chek Lap Kok Link (TM-CLKL) – Northern Connection Subsea Tunnel Section project involved a 4.5 km long drive below the sea & 41 subsea cross passages encountering difficult ground conditions with tunnel depth reaching almost 60m.

Numerous innovative technologies and methodologies were thoroughly developed and implemented in order to overcome these challenges, mitigate numerous risks associated with the ground conditions and make the Tunnel Boring Machine (TBM) drives a success. This presentation offers an overview of the risks that were mitigated by the innovative technical solutions developed and implemented on this extraordinary project.

Mr. Jon Nield holds an honours degree in Mechanical Engineering and an MSc in Project Management with over 38-years of experience in the Engineering & Construction Industry. He is President and CEO of the Engineering & Construction Risk Institute (“ECRI”) and Company Director of JVPN Consultancy Ltd.

Formerly, Jon was an Executive Advisor to the ECRI and served on its board for two terms in the past as the Foster Wheeler Sponsor Representative to ECRI. He held senior executive positions as Company Officer, Managing Director - Operations, Vice President of Project Risk Management and Group Project Delivery Director during a 30-year career with Foster Wheeler and AmecFW.

Jon’s CV includes the development and implementation of numerous world-scale global projects in the petroleum & chemicals, oil & gas, mining & minerals, power, and industrial sectors worldwide, with many of these having an individual total installed cost greater than $1 billion. He has lived and worked in the UK, South Africa, Australia, Singapore and Japan.

Mr. Antoine Schwob is a Deputy Project Director with Bouygues Travaux Publics, currently working on the Trunk Road T2 and Cha Kwo Ling Tunnels Project in Hong Kong. Antoine has 16 years’ experience in the design of technically driven projects in various fields of civil engineering, ranging from Bridge design to Tunnel works.

In addition, he has a strong knowledge of Geotechnical Engineering (Reclamation works, D-Walls, Foundations and various types of ground treatments) and complex nuclear projects with various system interfaces. Antoine’s expertise lies within the technical management of mega-size projects with design challenges interlinked with optimisation of construction methods and planning of works. Some of the projects under his belt include the HK$21bn Tuen Mun – Chek Lap Kok Link – Northern Connection Subsea Tunnel Section in Hong Kong; €1.45bn Chernobyl New Safe Confinement in Ukraine; TriniTrain Project in Trinidad and Tobago, West Indies; New Tyne Crossing Tunnels in the UK; East Tsing Yi Viaducts in Hong Kong.

Mr. Steve Lankester is a Chartered Civil Engineer and has over 30 years’ experience in the construction industry during which he has been involved in many significant transport & infrastructure projects, particularly in the Rail sector. He has held various roles, including Project Director positions both in the Middle East and Far East Asia. These include: the Diriyah Gate Development Authority’s Wadi Safar Development in Riyadh, KSA and the Joint Development Partner (JDP) for the Kuala Lumpur-Singapore High-Speed Rail project, commissioned by the Singapore and Malaysian Governments, amongst others.

Steve has a strong knowledge of project establishment and organisational development for large-scale railway projects, from the development phase of a project through to the commissioning and operations phase. He has also held various business management positions in his career and has recently returned to Singapore to take up the position of Regional Development Director, Asia.

Mr. Prakash is a Registered Professional Engineer with the Professional Engineers Board Singapore and has more than 25 years of experience in all aspects of project development from conceptualisation and planning, design, contract administration, construction and project management for several building and infrastructure projects both in Singapore and Asia. His specialisation is in prefabrication technology. His career has spanned both the public and private sectors where he has been involved in multiple roles including the review of public sector infrastructure projects, consultancy, and the execution of major infrastructure projects. More recently he has been involved in the setup and operation of the Project Management and Governance office for the KL-Singapore High-Speed Rail project.

Mr. Harihara is a PMI-Certified Project Management Professional (PMP) since 2008. He is serving PMI Singapore Chapter as President, Chair of MIIP and Chair of Project of the Year Awards. For the past 20 years, he has successfully delivered various EPC industrial projects/programs. He has worked in Singapore, France, India regions. Hands-on experience in leading the project delivery with a cross-functional global team, with multi-disciplinary project design engineering, project management, business development across various industrial sectors, such as hi-tech infrastructure, Semicon, photovoltaic industries, petrochemical, chemical, refinery, pharmaceuticals, environmental pollution abatement projects. He has worked with leading multinational engineering firms.

Harihara is a chemical engineer, has an EMBA degree from Rutgers Business School USA, and a Master of Science (CIM) from NTU Singapore. He has delivered various keynote speeches at international conferences & institutions in the context of Project Management excellence. On a volunteering role, Harihara is PMI Singapore Chapter’s 4th President, Chair of MIIP SIG, and Chair of Project of the Year Awards.
